maner, and every shipp or vessell which shall load or take on
board any of the aforesaid Goods until such Bond given to
the said Govr or certificate produced from the Officers of any
Custome House of England, Wales cr Berwick, That such
Bond hath been there duely given shall be forfeited; soe that
if any shipps doe goe from England directly to their Majesties
Plantations without giving Bond to the Officers of the Cus-
tome House in the Port from whence they sayle and carrying
Certificate thereof, the Governor is not obliged to take Bond
from them in the Plantations but may seize and prosecute
such shipps and vessells if they doe presume to load and take
on board any of the aforesaid enumerated Goods. And it
hath been the constant practise of this Board as much as pos-
sible to oblige all Masters of shipps going from England to
the Plantations to give such security before they depart, well
knowing that the Bonds taken in the Plantations are generally
from persons of insufficiency.
All which is humbly submitted to your Ldps consideration
