and to prevent any rebellious or mutinous practices or
attempts against his Lops sayd Gouvernmt. a Severe Penall
Law and as if all that were nott sufficient to tye our Con-
sciences by an Oath of Fidelitye though seldome administred
butt to those in Civil and Military offices and dispensed
withall to those called Quakers yett notwithstanding all those
Tyes and obligations some few persons out of Ambition Envy
Malice or Revenge as wee heare was sworne against Capt Codd
before the King and Councill and that sett downe in a mar-
ginall Note did head the multitude in a rietous rebellious
mutinous manner setting forth a Declaration for the grounds
of theire Riseing and appearing in armes thereby and by
many false aspertions and Calomnyes cast on his Lordps and
Gouvernmt of Tyranny and oppression (of it when they came
to the Test before his Majty and Councell no proofe could be
made) disperst abroad to amuse the weaker sort of people
other wise well meaneing people and to Draw them to Ioyne
wth them they seized the Records att St Maries his Lordsp5
house they called Garrison) where some of the Deputy Gouv-
erners with their wives and Children were retired to avoyd
popular fury they forced to a surrender (having placed great
gunns against the same) upon Certaine articles such as the
King leaders of that faction would admitt them to and after
those articles by them consented to (wch are kept to Infidels
Turks and Iewes) they soon breake the same Imprisoning
some and hunting after others and doeing many personell
Injuries in body and goods and all those their actions unwar-
ranted by any Commission from theire Majties wch if Iudge Cook
may have Credit 3d Inst cap Treason are noe less than Trea-
sonable practises and Levying Warr &ca that Majr Sewall was
one of the Dep: Go: and concerned in those artles and contrary
thereto was sought after and forced from his house and to
goe up and downe in his yacht to buy goods and provisions
for his family and being upon that necessary affaire a Conven-
tion of the Representation of the Province as they were termed
but unduely Elected many dissenting and few but the military
men persons Engaged in that designe Electors or Elected the
sd Convention takeing upon them the Power of disposeing of
all Officers civil and Military did Constitute Capt Iohn Coode
Commander in chief of all the forces in Armes Especially in
St Maryes and Charles County and the said Capt Coode did
about the 8th 8ber 1687 send out a warrant to the sd Mr Payne
and one Edwd Greenhalgh two new made Caps to seize Majr
Sewell and his yacht pretending he was fled from Iustice for
misdemeanours by him done against his Majtie and the peace
of the Province though In truth he had not acted anything in
prejudice of Either but was gone up the Bay to buy goods as
