Upper house 31 October 1682
Upon Consideration of the Petition of Captain Ninian Beale
this house are of Opinion that not only the Petitioner but all
those who have Built Mills since the Year 1672 upon the
Encouragement of that Act for Building Water Mills do stand
in need of another Act of Assembly to Secure their Titles,
because the last Clause of the said Act could never be revived
by any Act of Revivall, nor Availe the Builders, unless it had
Expressly Named a Time then to come at the Several revivings
of the said Act, before which the Builders should Sue out their
Writts as in that Act is appointed which is omitted and there-
fore this house requests the Lower house to Join with the
Upper house in Securing the Defective Titles of those that
have already Built Water Mills upon Confidence of the afore-
said Act.
