Member, House of Delegates, 1967-70. Member of Senate, 1971-78, 1983-89. Chair, Baltimore County Delegation, 1973, 1975, 1983-86. Member, Judicial Proceedings Committee; Executive Nominations Committee. Member, Joint Study Committee on School Construction.

Sergeant in U.S. Marine Corps, 1951-54; Awarded Purple Heart, Good Conduct Medal, Korean Service Citation. Attorney. Associate Judge, District Court, Baltimore County, District 8, 1989-1994.
