Governor William Paca Proclaims the Peace

After ratifying the Treaty of Paris, Congress directed that each state inform its people that the war was over and peace was at hand. Six days later, Governor William Paca issued a proclamation to the people of Maryland and asked that "all the good citizens of this state...observe, and carry into effect" the tTreaty's requirements - to properly live as citizens of the new republic.
