On March 10, 2011, Board of County Commissioners appointed Charter Board composed of nine members and three alternates.

Charter Board submitted Charter of Frederick County to Board of County Commissioners on August 7, 2012. Charter was ratified by the voters on November 6, 2012.

As a result of adoption of Charter, County voters elected a County Executive and County Council, beginning in November 2014.

Privatized May 1, 2014, ending process which began on June 25, 2013, when Board of County Commissioners approved sale of Citizens Care and Rehabilitation Center to Aurora Health Management.

Abolished June 25, 2013.

COMMISSION ON AGING
Under Department of Aging, Commission on Aging was reconstituted as Senior Services Advisory Board in July 2018.

Authorized by County Council in Nov. 2016, Task Force charge was to study issues associated with human trafficking in Frederick County, educate public regarding them, identify and serve victims of human trafficking, and increase prosecution of human traffickers.

Subcommittees formed under Task Force were concerned with Community Response and Protocol, Data Collection and Scope of Problem, Legislative Considerations, and Training and Education.

Task Force submitted its report to County Executive and County Council in Jan. 2018.

UTILITIES & SOLID WASTE DIVISION
Functions of Utilities and Solid Waste Division originally were overseen by Department of Public Works, which was created in 1978. When Department reformed as a division in 2001, Utilities and Solid Waste Division was established.

In Sept. 2020, Utilities and Solid Waste Division reorganized into two divisions: Water and Sewer Utilities Division and Solid Waste and Recycling Division.
