The Commission to Study Ways to Improve the Financial Viability of the Racing Industry was appointed in June 1997 (Chapter 750, Acts of 1997). The Commission considered options to keep Maryland's racing industry financially viable against increased competition from race tracks in neighboring states. For each option considered, the Commission assessed its socioeconomic impact on the communities around Pimlico Race Course in Baltimore City.

The Commission reported to the Legislative Policy Committee, the Senate Finance Committee, and the House Ways and Means Committee on November 1, 1997.

In June 1998, the Governor authorized the Commission to continue its study (Executive Order 01.01.1998.15). Thereafter, the Commission submitted its interim report to the Governor and General Assembly on March 16, 1999, at which time it concluded its work.
