The Governor's Commission on Housing Policy was authorized in 2003 (Executive Order 01.01.2003.10). To develop a comprehensive housing policy and a strategic plan to meet the housing needs of all Marylanders, the Commission reviewed and evaluated State programs and policies for affordable housing. It considered factors such as: rental housing; special needs housing; homeownership opportunities; barriers to affordable housing; differing needs of different types of communities; use of housing vouchers and other housing assistance; the impact of priority funding areas; trends in the building industry; and the work of the federal Millenial Housing Commission. To assist its work, the Commission held public hearings around the State.

On December 31, 2004, the Commission made its recommendations to the Governor on ways to increase and preserve affordable housing in all Maryland communities.
