In April 2010, the Governor convened the Highway Access Permit Stakeholder Review Group. The Group was charged with making recommendations to streamline the process of connecting new developments to the State's highways. The Group assessed current procedures in Maryland and reviewed best practices nationwide. The Group made recommendations to make the permit process more efficient, through new policy, regulation, and use of technology, such as a web-based tracking system.

In September 2010, the Group submitted its report to the Governor.
