The Study Commission on Public Funding of Campaigns in Maryland formed in August 2002 (Chapter 169, Acts of 2002; Chapter 406, Acts of 2003). The Commission examined what effect the need to raise campaign contributions has on the ability of the elected officials to perform their duties. The Commission also analyzed the nature of election campaign contributions by Maryland donors and the characteristics of these donors. Trends in the amount of contributions for elections in Maryland over the past several decades were studied by the Commission.

Additionally, the Commission examined the State election code and analyzed the effect of public funding on election campaigns. The Commission charge was to recommend ways to implement a system of public funding of statewide and legislative election campaigns in Maryland.

On February 11, 2004, the Commission submitted its final report to the Governor and General Assembly. Authorization for the Commission expired June 30, 2004.
