The Task Force to Study Adult Education Services in Maryland was created in September 2001 (Chapter 600, Acts of 2001). The Task Force evaluated what statewide adult education services are needed in Maryland. Such services include instruction in basic skills, English for speakers of other languages, family literacy, preparation for the General Education Development (GED) Testing Program, and the adult external high school program. The services currently available to adults without a high school diploma (or equivalent) and how they are funded were examined in each county and Baltimore City. The Task Force compared Maryland needs, services, and funding with those of other states. Issues, such as the impact of adult education on workforce economic development, and the availability of resources for incarcerated adults and probationers also were considered by the Task Force.

On December 15, 2001, the Task Force submitted its final report to the Governor and General Assembly.
