The Public School Labor Relations Board was authorized by the General Assembly on July 1, 2010 (Chapters 325, Acts of 2010; Code Education Article, sec. 6-801 through 6-807).

The Board administered provisions of the law that related to labor relations in public elementary and secondary education. Controversies and disputes between local boards of education and employee organizations representing school system personnel were decided by the Board.

Five members constituted the Board. They were appointed to five-year terms by the Governor with Senate advice and consent.

The Executive Director was appointed jointly by the State Labor Relations Board, the State Higher Education Labor Relations Board, and the Public School Labor Relations Board.

Originally, the Board was located at 839 Bestgate Road in Annapolis. Then, from November 2011 to November 2013, the Board was based at the George M. Taylor District Court/Multi-Service Center at 7500 Ritchie Highway in Glen Burnie. In November 2013, it moved to 45 Calvert Street in Annapolis.

On July 1, 2023, the Board was abolished and replaced by the Public Employees Relations Board (Chapter 114, Acts of 2023).
