Page 7. Recommendations of Chief Engineer on the Working Forces of the Engineering Dept, (continued) I.'r. Hutton reconmiends Mr. Keyes. Dr. Clark endorses recoKimendations of Chief Engineer. Governor suggests postponement. Mr Shoemaker recommends appointments at once, $1800. a year, the Second Assistant Engineer gets $1500. a year, and the Chief Clerk gets .'i'QOO. a year. Mr. Crosby recommended that the First Assistant Engineer be paid $1800. per annum by the State Roads Commission and $1200 per annum by the Maryland Geological & Economic Survey Coirjnission; that the Second Assistant Engineer receive $1500 per annum fmn the State Roads Commission and $1000 per annum from the Maryland Geological & Economic Survey Commission. Mr. Crosby recommended for these two positions, Mr. E. F. Ruggles for First Assistant Engineer, stating thathe had been with him for some time and was a thoroughly competent man. For the position of Second Assistant Engineer he recommended Mr. W. D. Uhler, of Caroline County. Ke said the latter gentleman has considerable executive ability and he believed he would be a good nan for the place. Mr. Uhler had said to Mr. Crosby in a conversation that he is getting $1500-a year down there and he is able to rent a house for $150. a year, and that $2500 in Baltimore City would be no more than $1500 in Caroline County. He said Mr. Uhler was a very bright man, a good executive and a good organizer. Ke thought he had not had sufficient experence as yet in modern road construction to fill the place of First Assistant Engineer. Mr. Ruggles, he said, was a man of experience and a trained road engineer. Mr Crosby recommended that the Chief Clerk should receive $900. a year from the State Roads Commission and (600. a year from the Maryland Geological & Economic Survey Commission, making $1500. a year. Mr. Hutton suggested the name of Mr. C. E. Keyes, C.E. of l.Tontgomery, stating that he understood he is an A-l man. Dr. Clark said that he knev/ V.r Ruggles to be a first-class man and a trained road engineer. Dr. Clark also said that he wanted to go on acord, in case any action v/as taken by the Commission on these appointments in his absence, as being heartily in favor of the recommendations made by the Chief Engineer. Governor Crothers proposed that the matter be deferred until the Commission meets again, when a list could be made out from all the applications received and the matter could then be taken up. Mr. Shoemaker said that unless thee was some good reason for holding up the appointments he thought it would be better to have these offices filled at once. (7)
