Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 122 - Task Force to Study the Dynamics of Elderly and Retiree
Migration into and out of Maryland.

This bill establishes a Task Force to Study the Dynamics of Elderly and Retiree
Migration into and out of Maryland; requiring the Task Force to oversee and assist in
preparing a specified study addressing tax policies and benefits of the State and other
states as applied to the elderly and retirees.

House Bill 966, which was passed by the General Assembly and signed by me on May
26, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 122.

AN ACT concerning

Task Force to Study the Dynamics of Elderly and Retiree Migration into and

out of Maryland

FOR the purpose of establishing a Task Force to Study the Dynamics of Elderly and
Retiree Migration into and out of Maryland; establishing the membership of the
Task Force; requiring the Governor to attempt to ensure regional, ethnic,
economic, and gender diversity on the Task Force; providing staff support for the
Task Force; prohibiting a member of the Task Force from receiving certain
compensation; authorizing a member of the Task Force to be reimbursed for
certain expenses; requiring the Task Force to oversee and assist in preparing a
certain study; requiring the study of the Task Force to contain a certain review,
a certain assessment, and certain examinations; requiring the members of the
Task Force to be appointed by a certain date; requiring the Task Force to issue
a report of the study's findings and recommendations by a certain date;
providing for the termination of the Task Force; and generally relating to the
Task Force to Study the Dynamics of Elderly and Retiree Migration into and out
of Maryland.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(a)     There is a Task Force to Study the Dynamics of Elderly and Retiree
Migration into and out of Maryland.

(b)     The Task Force shall be composed of 16 17 18 members as follows:
