(2)     the extent to which State agencies have implemented internal controls
as provided for by the Department of Budget and Management's operating budget
instructions; and

(3)     the extent to which the managing for results process is used by State
agencies and the Department of Budget and Management in agency management,
operations, and the development and adoption of agency budgets.

SECTION 4. 3. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2004.

CHAPTER 453
(Senate Bill 384)

AN ACT concerning

Baltimore City - 46th and 47th Alcoholic Beverages Districts - License
Issuance, Conversion, and Transfer

FOR the purpose of authorizing the Board of Liquor License Commissioners for
Baltimore City to issue a Class B beer, wine and liquor license for use in a
restaurant that has a certain capital investment and that exceeds the maximum
seating capacity if the premises are located in a certain area and a certain
condition is met
under certain conditions; allowing a not for profit arts center
that is located in a certain district and that holds a Class C license on a certain
date to apply to convert that license on or before a certain date into a certain
Class B beer, wine and liquor license, notwithstanding certain provisions;
providing that certain exceptions to the prohibition against issuing or
transferring certain licenses do not apply in certain areas of Baltimore City
under certain conditions; making certain technical corrections; and generally
relating to the issuance, conversion, and transfer of alcoholic beverages licenses
in the 46th and 47th Alcoholic Beverages Districts of Baltimore City.

BY repealing and reenacting, without amendments,

Section 6-201(a)(1) and (d)(1)(i) and (iv) and 9-204.1(a)(4), (9), and (10), (b), and
