building projects will be designed and built to conform to the U.S. Green Building
Council's Leadership in Energy and Environmental Design (LEED) silver rating:
Park
(1) Hammerman Beach Services Building at Gunpowder Falls State
(2) 140-Bed Minimum Security Housing Unit at the Eastern
Correctional Institution
(3) Third housing unit at the North Branch Correctional Institution
(4) 2100 Guilford Avenue State Office Building #3
(5) Roberts and Jackson Cottages at Rosewood Center
(6) Biological Sciences Research Building at the University of Maryland,
College Park
(7) Center for Business and Graduate Studies at Bowie State University
(8) Health and Human Services Building at Coppin State College
(9) (2) Student Services Building at St. Mary's College
(10) (3) Academic Building at St. Mary's College.
(11) Banneker Hall Renovation at Morgan State University
(12) Hagerstown Barrack and Garage/Communications Building.
As the above listed projects are completed, the Department of General Services
shall collect the actual cost data on the additional costs associated with incorporating
green design and construction. This data is to be evaluated to facilitate an assessment
of the cost of implementing the program statewide. Following the first and second
years after construction is completed, for each project based on information derived
from each project's measurement and verification program, the Department of
General Services shall review: (1) the reported energy savings; (2) other savings
attributable to the green building components of the project; and (3) whether
incorporating green building components is beneficial for all types of projects.
Further, for those projects) not listed above but included in the fiscal 2004 Capital
Improvement Program with an approved total project cost estimate that includes
specific funds for green design and construction, the green design and construction
cost elements shall be deleted from the total project costs. The Department of Budget
and Management shall adjust each project's funding requirements to reflect the
deletion of those costs in the subsequent funding years.
SECTION 12. AND BE IT FURTHER ENACTED, That:
(1) The Board of Public Works may borrow money and incur indebtedness
on behalf of the State of Maryland through a State loan to be known as the Community
Based Regional Initiatives Loan of 2004 in the total principal amount of $12,700,000.
This loan shall be evidenced by the issuance, sale, and delivery of State general
obligation bonds authorized by a resolution of the Board of Public Works and issued,
