for the planning, design, construction, alteration, renovation,
furnishing, and capital equipping of the Baltimore Children's
Museum and an existing open-air plaza, including expenses
incurred by the grantee for the preparation of a master plan for the
area immediately surrounding and related to the Museum, the
securing of third party construction development management
services for the planning, design, construction, alteration,
renovation, equipping, and furnishing of the Museum, and the
planning, design, construction, and purchase of furnishings,
fixtures, capital equipment, and permanent exhibitry for the
Museum, subject to the requirement that the grantee provide an
equal and matching fund for this purpose. Notwithstanding the
provisions of Section 1(5) of this Act, the matching fund may
consist of funds expended prior to the effective date of this Act

(G) Smith Island Conference Center. Provide a grant to the Board of
Directors of the Crisfield and Smith Island Cultural Alliance, Inc.
for acquisition, development, or improvement of a conference
center, subject to the requirement that the grantee provide an
equal and matching fund for this purpose. Notwithstanding the
provisions of Section 1(5) of this Act, the matching fund may
consist of real property or funds expended prior to the effective
date of this Act (Somerset County) for the capital equipping of a
conference center (Somerset County) ..................................................

(H) Allegany County Flood Damage Repair. Provide a grant to the
County Commissioners of Allegany County for the planning,
design, repair, renovation, and reconstruction of facilities and
structures damaged by recent floods in Allegany County and for
the planning, design, and construction of new structures and
facilities that will provide future flood protection, provided that
the funds shall not be released until Allegany County provides
$400,000 in local county funds to the Town of Lonaconing and
$800,000 in county funds to the City of Frostburg for priority
capital projects (Allegany County)....................................................

ZB02                      LOCAL JAILS AND DETENTION CENTERS

(A) Anne Arundel County Detention Center. Provide a grant to the
County Executive and County Council of Anne Arundel County to
assist in the design, construction, and equipping of the expansion
and renovation of the Anne Arundel County Detention Center
Annex on Jennifer Road, subject to the requirement that the
grantee provide a matching fund of $8,418,000 for this purpose.
Notwithstanding the provisions of Section 1(5) of this Act, the
matching fund may include funds expended prior to the effective
date of this Act, provided that no funds may be expended until the
program plan has been approved by the Departments of Budget
