(iii) any additional information that the General Assembly requires.

(3)] The General Assembly, by statute, may direct that the Commission not
award in the following calendar year part or all of the racing days authorized under §
11-610 of this subtitle to the licensee if the General Assembly finds that:

(i) the proposed use of the allocation under this subsection is
inconsistent with the purposes specified in this section; or

(ii) the licensee has not spent the allocation in a way that is consistent
with the proposal.

Article - Education

11-105.

(b) (2) In consultation with the governing boards and agencies concerned with
postsecondary education in the State, the Commission shall develop and periodically
update an overall plan consistent with the Charter that shall identify:

(i) The present and future needs for postsecondary education and
research throughout the State;

(ii) The present and future capabilities of the different institutions and
segments of postsecondary education in the State; arid

(iii) The long-range and short-range objectives and priorities for
postsecondary education and methods and guidelines for achieving and maintaining them.

(3) (i) The Commission shall submit to the Governor and, subject to §
2-1312 of the State Government Article, to the General Assembly [an annual] A
BIENNIAL review of the plan by July 1, 1995 AND BY JULY 1 of each ALTERNATE year
THEREAFTER.

(ii) The [annual] BIENNIAL review shall include' a report on the
status and needs of postsecondary education in the State.

(e) [(1)]The University shall provide the Board of Public Works, and any
member of the General Assembly, with any information on any phase of operation of the
University that may be requested.

[(2) Subject to § 2-1312 of the State Government Article, the University shall
make an annual report to the General Assembly covering its work. The report shall
indicate clearly the total of gifts, grants, or dedicated funds received or made available to
the University during the year.]
