1993 LAWS OF MARYLAND

(2) THE CONTENT OF CEMENT PRODUCED DURING, AND THE CONTENT
OF ASH OR DUST RESULTING FROM, THE BURNING OF CONTROLLED HAZARDOUS
SUBSTANCES IN A CEMENT KILN.

(B) (1) BY JULY 1, 1992, THE SECRETARY SHALL CONVENE A CONTROLLED
HAZARDOUS SUBSTANCES TASK FORCE TO DEVELOP, IN COOPERATION WITH THE
DEPARTMENT, A COMPREHENSIVE STRATEGY FOR THE FUTURE REDUCTION,
TREATMENT, REUSE, MANAGEMENT, AND DISPOSAL OF CONTROLLED HAZARDOUS
SUBSTANCES IN MARYLAND.

(2) THE TASK FORCE SHALL INCLUDE:

(I)       THE SECRETARY, OR THE SECRETARY'S DESIGNEE, AS THE
CHAIRMAN OF THE TASK FORCE;

(II)     THE SECRETARY OF HEALTH AND MENTAL HYGIENE, OR THE
SECRETARY'S DESIGNEE;

(III)    THE SECRETARY OF ECONOMIC AND EMPLOYMENT
DEVELOPMENT, OR THE SECRETARY'S DESIGNEE;

(IV)    ONE MEMBER OF THE SENATE OF MARYLAND, APPOINTED BY
THE PRESIDENT OF THE SENATE, AND ONE MEMBER OF THE HOUSE OF DELEGATES,
APPOINTED BY THE SPEAKER OF THE HOUSE; AND

(V)     THE FOLLOWING MEMBERS APPOINTED BY THE SECRETARY:

1.         ONE INDIVIDUAL WORKING IN AN INDUSTRY THAT
DEVELOPS TECHNOLOGY FOR THE COMMERCIAL INCINERATION OF CONTROLLED
HAZARDOUS SUBSTANCES;

2.         ONE INDIVIDUAL WORKING IN THE CEMENT
MANUFACTURING INDUSTRY;

3.        ONE MEMBER OF THE MARYLAND CHAMBER OF
COMMERCE;

4.        ONE INDIVIDUAL WORKING IN AN INDUSTRY THAT HAS
SUCCESSFULLY IMPLEMENTED A TOXICS REDUCTION OR TOXICS REUSE PROGRAM;

5.         ONE INDIVIDUAL IN ACADEMIA OR RESEARCH WITH
EXPERTISE IN TOXIC USE REDUCTION OR TOXICS REUSE TECHNOLOGY;

6.        TWO INDIVIDUALS FROM THE HEALTH COMMUNITY
WITH EXPERTISE IN ENVIRONMENTAL HEALTH;

7.        TWO INDIVIDUALS FROM THE ENVIRONMENT ADVOCACY
COMMUNITY; AND

8.        THREE CITIZENS WITH EXPERTISE IN EITHER
TOXICOLOGY, THE HANDLING AND TREATMENT OF CONTROLLED HAZARDOUS
SUBSTANCES, OR TECHNOLOGIES FOR THE REUSE OR DISPOSAL OF CONTROLLED
HAZARDOUS SUBSTANCES.
