(a) The provisions of this section apply in the following
counties:

1)  Allegany County;

2)  Anne Arundel County;

3)  Baltimore County;

4)  Calvert County;

5)  Caroline County;

6)  Carroll County;

(7) Charles County;]

(8)] (7) Dorchester County;

(9)] (8) Frederick County;

(10)] (9) Garrett County;

(11)] (10) Howard County;

(12)] (11) Kent County;

(13)] (12) Prince George's County;

(14)] (13) Queen Anne's County;

(15)] (14) St. Mary's County;

(16)] (15) Somerset County;

(17)] (16) Talbot County; and

(18)] (17) Washington County.

[(c) In Charles County a volunteer fire company, or bona
fide fraternal, civic, war veterans', religious or charitable
organization or corporation may conduct or hold any carnival,
bazaar, raffle, or card party in accordance with subsection (b)
of this section if the County Commissioners of Charles County
grant a permit which specifies the nature of the gambling device
and the frequency with which the carnival, bazaar, raffle, or
card party shall be held. A person under the age of 18 may not
participate in the activities described in this section. The
