a company licensed to insure boilers or pressure vessels, a
mechanical engineer on the faculty of a recognized engineering
college within the State, and [a] AN INDIVIDUAL WHO IS licensed
AS A professional engineer [having] AND HAS boiler or pressure
vessel experience. The chairman of the Board shall be appointed
by the Governor, with the advice of the Secretary, to serve in
that capacity at the pleasure of the Governor. Each member of the
Board shall be appointed for a term of four years to serve until
his successor is appointed and qualifies. Of the members first
appointed, two shall be appointed for a term of two years, two
for a term of three years, and one, the chairman, for a full term
of four years. The Commissioner of Labor and Industry shall be a
member ex officio of the Board but shall have no vote and shall
receive no additional compensation for duties performed in
connection therewith. Vacancies shall be filled by appointment
for the unexpired term by the Governor, with the advice of the
Secretary of Licensing and Regulation, in the same manner as the
original appointments. Members of the Board shall not receive an
annual salary but shall receive compensation as. provided in the
budget from time to time for each day or part thereof necessarily
spent in the discharge of their official duties and shall, in
addition, be reimbursed for their reasonable travel and other
expenses in accordance with standard travel regulations. The
exercise or performance of all powers, authority, duties and
functions vested in the Board by the provisions of this subtitle
shall be subject to the power and authority of the Secretary of
Licensing and Regulation as set forth in Article 41 of this Code,
or elsewhere in the laws of this State.

(b) On and after July 1, 1969, each boiler and pressure
vessel used or proposed to be used within this State, except
boilers and pressure vessels exempt under § 172 of this subtitle,
shall be thoroughly inspected as to their construction,
installation and condition, as follows:

(6) The Board may extend the interval between
inspections of certain power boilers to two years where (a) the
boiler has internal continuous water treatment under the general
supervision of [a registered] AN INDIVIDUAL WHO IS LICENSED AS A
professional engineer [having] AND HAS experience in the
treatment of boiler water and (b) the owner or user of such
boiler keeps available for examination by the chief inspector or
by any of the deputy or special inspectors accurate records
showing (i) the date and actual time such boiler is out of
service and the reason or reasons therefor and (ii) such chemical
and physical analysis of samples of the boiler water taken at
regular intervals of not more than forty-eight hours of operation
as will adequately show the condition of such water and any
elements or characteristics thereof which are capable of
producing corrosion or other deterioration of the boiler or its
parts.
