LAWS OF MARYLAND
(a) On or before January 1 of each year, the Secretary
shall report to the General Assembly, in accordance with § 2-1312
of the State Government Article, on the complaint system
established under § 19-705.2 of the Health - General Article.
(b) The report shall include:
(1) The total number and nature of complaints
received concerning the operation of all health maintenance
organizations in this State;
(2) The total number and nature of complaints
received concerning the operation of each health maintenance
organization in this State; and
(3) Any action taken by the Secretary or the
Commissioner against a health maintenance organization operating
in this State and a statement whether the action taken was
initiated as a result of a complaint received in accordance with
the provisions of § 19-705.2 of the Health - General Article. an
analysis and evaluation of how the complaint system is working
and identify any areas of concern relating to the operation of
health maintenance organizations in this State.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

AN ACT concerning
Department of Housing and Community Development -
Community Development Administration
FOR the purpose of modifying various authorizations of the
Community Development Administration; removing the
requirement that providing that the chairman of the
Maryland Housing Policy Commission be a public member may
designate one of the public members of the Housing Finance
Review Committee under certain circumstances; modifying the
definition of community development project if the project
is financed with taxable bonds; creating a definition of
taxable bonds; authorizing the Community Development
Administration to provide mortgage loan financing for
persons employed by an essential business and for sponsors
