AN EMERGENCY ACT to:

(1)  delete the business districts of Bethesda , and Silver
Spring, and Wheaton from the Suburban District on July
1, 1987;

(2)  delete the business district of Wheaton from the
Suburban District when the Wheaton urban district is
created;

(2)(3) create urban districts in Bethesda , and Silver
Spring, and Wheaton;

(4) postpone the creation of an urban district in Wheaton
until an urban district budget and tax levy are
approved for Wheaton;

(3)(5) set up the funding mechanisms for the new districts;

(4)(6) create advisory committees for the new districts;
