WHEREAS, The State of New York enacted Chapter 142 of 1984, which
was signed by the Governor of that State on May 25, 1984;
the Commonwealth of Pennsylvania enacted Act 84 of the
Regular Session of 1984, which was signed by the Governor of
that Commonwealth on June 21, 1984; and Congress enacted
Public Law 99-468, which was signed by President Reagan on
October 14, 1986; and

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, PURSUANT TO THE AUTHORITY VESTED IN ME BY THE
PROVISIONS OF CHAPTER 668 OF THE ACTS OF THE GENERAL
ASSEMBLY OF MARYLAND OF 1984, HEREBY PROCLAIM THE PROVISIONS
OF CHAPTER 668 OF THE ACTS OF THE GENERAL ASSEMBLY OF
MARYLAND OF 1984, AS CODIFIED IN SECTION 8-301 OF THE
NATURAL RESOURCES ARTICLE, TO BE VALID AND EFFECTIVE.

REPRIEVE OR COMMUTATION OF DEATH SENTENCE

TO: ARNOLD J. HOPKINS, COMMISSIONER OF CORRECTION HOWARD N.
LYLES, WARDEN, MARYLAND PENITENTIARY SHARON L. JOHNSON,
WARDEN, MARYLAND CORRECTIONAL INSTITUTION FOR WOMEN

WHEREAS, DORIS ANN FOSTER was convicted of Felony Murder on
February 1, 1982 in the Circuit Court for Cecil County,
Maryland, and was sentenced on February 8, 1982 to suffer
death by the administration of lethal gas; and

WHEREAS, The conviction and sentence of DORIS ANN FOSTER was
reversed on June 7, 1983 and remanded for a new trial in the
Cecil County Circuit Court; and

WHEREAS, DORIS ANN FOSTER was convicted of Felony Murder on
February 21, 1984 in Cecil County Circuit Court and was
sentenced on April 4, 1984 to suffer death by the
administration of lethal gas; and

WHEREAS, The Court of Appeals of Maryland upheld the death
sentence of DORIS ANN FOSTER on November 12, 1985; and

WHEREAS, The United States Supreme Court refused to hear the case
of DORIS ANN FOSTER on June 30, 1986; and

WHEREAS, A Warrant of Execution for DORIS ANN FOSTER was issued
by the Cecil County Circuit Court on July 25, 1986 and a
Stay of Execution was issued on August 25, 1986 revoking the
