(House Joint Resolution No. 14)

A House Joint Resolution concerning

Task Force on Solid Waste Disposal

FOR the purpose of requesting the Governor to establish a Task
Force on Solid Waste Disposal to study and recommend certain
ways to dispose of solid waste in Maryland.

WHEREAS, The current and projected production of solid waste
in Maryland has and will continue to reach staggering quantities
of solid waste; and

WHEREAS, Municipal and county landfills are being
overburdened with increasing amounts of solid waste; and

WHEREAS, Many reports have been issued on alternative ways
in which to dispose of or use solid waste, including the
incineration of solid waste to produce electricity and steam; and

WHEREAS, Counties, municipalities, and the State need to
work together and coordinate their efforts to find socially
acceptable ways in which to dispose of solid waste; and

WHEREAS, The purpose of this Joint Resolution is to
undertake certain studies necessary to find ways to meet the
disposal needs of Maryland's subdivisions; now, therefore, be it

RESOLVED. BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to establish a Task Force on Solid Waste
Disposal to study and review reports on solid waste disposal in
order to make recommendations on the feasibility of establishing
regional solid waste disposal facilities in a cooperative
municipal, county, and State effort to meet the needs of
Maryland's subdivisions for disposal of solid waste; and be it
further

RESOLVED, That the Task Force be composed of:

(1)   2 members of the House of Delegates, appointed by
the Speaker of the House, and 2 members of the Senate of
Maryland, appointed by the President of the Senate; and

(2) 11 public members who represent as many

geographic areas of the State as possible, including 2

representatives of counties and 2 representatives of

municipalities, appointed by the Governor; 12 13 members

appointed by the Governor as follows:
