LAWS OF MARYLAND

hereby transferred, as provided in this Act, effective July 1,
1987, without any change or loss of rights, benefits,
entitlements, or status, including, if any, merit system and
retirement status, except as otherwise specifically provided in
this Act.

SECTION 4. AND BE IT FURTHER ENACTED, That every person who,
as of June 30, 1987, is employed by the Department of Employment
and Training or, the Department of Economic and Community
Development, the Department of Natural Resources, the Department
of Human Resources, and the Board of Public Works in a position
abolished by this Act- and who, effective July 1, 1987, is
transferred to the same or a substantially similar position with
the Department of Economic and Employment Development or the
Department of Housing and Community Development shall transfer
without any change or loss of rights, benefits, entitlements, or
status, including, if any, merit system and retirement status,
except as otherwise specifically provided in this Act.

SECTION 5. AND BE IT FURTHER ENACTED, That every person in
a clerical position who, as of June 30, 1987, is employed by the
Department of Employment Training, the Department of Economic and
Community Development, the Department of Human Resources, the
Department of Natural Resources, and the Board of Public Works
and is affected by a geographic relocation under this Act, shall
be given the option, to the extent possible, of transferring to
another position in State service in the same geographic area of
current employment without any change or loss of rights,
benefits, entitlements, or status, including, if any, merit
system and retirement status except as otherwise specifically
provided in this Act.

SECTION 6. AND BE IT FURTHER ENACTED, That, pursuant to the
plan of reorganization that is proposed by this Act, the
publishers of the Annotated Code of Maryland, subject to the
approval of the Director of the Department of Legislative
Reference, shall propose the correction of any agency names and
titles that are rendered incorrect by this Act.

SECTION 7. AND BE IT FURTHER ENACTED, That the Executive
Branch shall submit a report on or before January 1, 1988 and on
or before January 1, 1989, to the Senate Budget and Taxation and
House Appropriations Committees and the Standing Committees of
the General Assembly with jurisdiction over the subject matter of
the reorganization of State government effectuated by this Act.
The reports shall include an analysis, of: (1) the effectiveness
of the consolidation and reorganization of existing programs on
the functions of each department affected by this Act; (2) the
impact of this reorganization and the geographic relocations
resulting from this reorganization on State personnel, including
a comparison of the number of existing employees who were
