[(13) "Retail diesel fuel seller" means a person,
firm, or corporation maintaining a retail place of business where
diesel fuel is sold and delivered into the tanks of motor
vehicles.
(14)](11) "Unbranded" means an independent retail
service station dealer, jobber, heating oil distributor, motor
fuel wholesaler, or peddler marketing gasoline or special fuels
under its own brand, trade name, or trademark other than those of
a manufacturer and refiner, or any subsidiary thereof.
[(15) "Truck stop" means a person, firm, or
corporation maintaining a place of business for the primary
purpose of selling diesel fuel at retail and delivering it into
the supply tanks of trucks.
(16) "Petroleum products" includes . motor vehicle
fuel, residual oils number 4, 5, and 6, and all grades of jet
(turbo) fuel.]
(12) "MARINA" MEANS ANY PERSON, FIRM, OR CORPORATION
MAINTAINING A PLACE OF BUSINESS WHERE MOTOR VEHICLE FUEL IS SOLD
PRIMARILY TO WATERCRAFT.

(a) The Comptroller of the Treasury and his duly authorized
agents shall have free access to inspect during normal business
hours any [licensed] bulk plant, refinery, [marine] terminal,
pipeline terminal, warehouse, railroad yard, MARINA, or service
station where [petroleum products are] MOTOR VEHICLE FUEL IS kept
or otherwise stored or any motor transport or motor vessel or
tank car used in transporting [petroleum products] MOTOR VEHICLE
FUEL for the purpose of examination or inspection and drawing
samples. If such access shall be refused by the owner, agent, or
other persons [leasing] OPERATING the same, their refusal shall
be construed as prima facie evidence of the violation of this
subtitle.
157E.
(a) For the purpose of this law all gasoline and special
fuels sold or offered or exposed for sale shall be subject to
inspection and analysis as hereinafter provided. All motor fuel
wholesalers, [diesel] SPECIAL fuel sellers, [heating oil
distributors,] manufacturers, refiners, [jobbers] MARINAS, and
retail service station dealers before selling or offering for
sale any gasoline[;], other motor vehicle fuels, or special fuels
under whatever name designated for power and heating purposes
shall file with the Comptroller of the Treasury a declaration or
statement that they desire to sell such products in this State
and shall furnish the name, brand or trademark of the products
which they desire to sell together with the name and address of
the supplier thereof and that all such products are in conformity
with the specifications established by the Comptroller of the
