WHEREAS, Motor vehicle brake linings in the past often
contained asbestos; and
WHEREAS, Automobile mechanics who repaired brakes containing
asbestos often were directly exposed to asbestos that was in a
worn condition and that is particularly hazardous to health; and
WHEREAS, Some automobile mechanics who were exposed to
asbestos are unaware of the symptoms of asbestos-related diseases
and require periodic medical examinations to detect the presence
of asbestos-related disease; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to establish a Commission to study the
issue of funding by the automobile industry of periodic medical
examinations of automobile mechanics to detect the presence of
asbestos related disease problem of auto mechanics being exposed
to asbestos and the development of prevention and intervention
strategies, including education, work practices, medical
examinations, and their financial impact, to reduce the risk of
auto mechanics incurring diseases caused by inhalation of
asbestos; and be it further
RESOLVED, That the Commission be composed of:
(1) 2 members of the House of Delegates, appointed by
the Speaker of the House, and 2 members of the Senate of
Maryland, appointed by the President of the Senate; and
(2) a representative of the Department of Health and
Mental Hygiene;
(3) an automobile mechanic, a representative of the
automobile industry, a representative of the medical profession,
and a member of the general public who does not have a financial
or business interest in the automobile industry; and be it
further
RESOLVED, That the Governor designate the Chairman of the
Commission; and be it further
RESOLVED, That the Commission report its findings and
recommendations to the General Assembly and the Governor by
January 1, 1987; and be it further
RESOLVED, That staff for the Commission be provided by the
Department of Health and Mental Hygiene; and be it further
RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to Adele Wilzack, Secretary
of the Department of Health and Mental Hygiene, 201 West Preston
Street, Baltimore, Maryland 21201; and be it further
RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the Honorable Harry
