(9)  The Police Commissioner of Baltimore City; and

(10) The Chairman of the Maryland Parole Commission.

(c) The remaining membership of the Council shall be
appointed by the Governor and shall include:

(1)  One member of the House of Delegates nominated
by the Speaker of the House;

(2)  One member of the Senate nominated by the
President of the Senate;

(3)  One representative of the Maryland Association
of Counties, nominated by the Association;

(4)  One representative of the Maryland Municipal
League, nominated by the League;

(5)  One representative of the Circuit Court of
Maryland, nominated by the Chief Judge of the
Court of Appeals;

(6)  One representative of the State's Attorneys
Association, nominated by the Association;

(7)  One representative of the Chiefs of Police
Association, nominated by the Association;

(8)  One representative of the Maryland Sheriff's
Association, nominated by the Association;

(9)  The Chairman of the Juvenile Justice Advisory
Council; and

(10) Four members who have demonstrated concern,
interest and/or knowledge in the area of

criminal justice.

(d)  The Governor shall select the chair and vice chair
from among members appointed under paragraph l.(b)
and (c).

(e)  The term of membership for those members appointed
under paragraph l.(c) is three years. The terms of
the members initially appointed under paragraph 1.
(c) shall be for one (1) year for four members, two
(2) years for four other members and three (3) years
for the remaining five members.

(f)  The Governor may remove any member who is not an ex
officio designate for any cause adversely affecting
the member's ability or willingness to perform his
or her duties.
