Commission.

D.  The Commission shall evaluate the Program each year
and submit its findings to the Governor. This
evaluation shall include its recommendations for the
size and scope of the Program for the next year.

E.  The Commission shall establish by-laws for its
internal operation not inconsistent with this
Executive Order.

SELECTION PROCESS

A.  The Commission shall appoint a selection panel of no
more than seven (7) individuals, three of whom must
be members of the Commission. This panel shall:

(1)  seek and recruit candidates for the Program in
accordance with the procedures and guidelines
established by the full Commission;

(2)  review the credentials, experience and
interests of the candidates;

(3)  certify qualified candidates;

(4)  recommend candidates and their placements to
the full Commission; and

(5)  specify a proposed fiscal arrangement for each
recommended candidate.

B.  The Commission, by majority vote, shall select each
Executive Fellow for participation in the Program.

EXECUTIVE FELLOWS

There shall be no more than three (3) individuals
selected as Executive Fellows in the first year of the
Program. Those individuals selected as Executive
Fellows shall begin their one-year assignments beginning
on July 1, of each year, except that in 1984, the
individuals shall commence their assignments on December
1, 1984, to serve for one year ending November 30, 1985.

STAFF

The Governor shall appoint a member of the Governor's
staff to administer the Program.

This individual shall serve as an ex-officio member of
the selection panel and may serve as its Chairperson.
