8.
(a) A Class A beer license shall be issued by the clerk of
the circuit court of the county in which the place of business is
located and shall authorize the holder thereof to keep for sale
and sell beer at retail, in any quantity to any consumers at the
place therein described, and to deliver the same in a sealed
package or container, which package or container shall not be
opened nor its contents consumed on the premises where sold. The
annual fee for the license shall be $25 and shall be payable to
the clerk before any license be issued, for distribution as
hereinafter provided.
(h) In Montgomery County the license fee for such a license
shall be [one hundred dollars ($100.00)] $200, except no such
license shall be issued to, or for use in conjunction with, or
upon the premises of any bowling alley, billiard hall or
drugstore or to any restaurant located within said bowling alley,
billiard hall or drugstore, or for use upon any premises which
has a door, archway, opening or other passageway providing direct
public access to any bowling alley, billiard hall or drugstore.

(a) A Class H beer license shall be issued by the clerk of
the circuit court of the county in which the place of business is
located, and shall authorize the holder thereof to keep for sale
and sell beer at retail at any hotel or restaurant at the place
therein described, for consumption on the premises. The annual
fee for such license shall be [two hundred dollars ($200.00)]
$400 and shall be payable to said clerk, before any such license
is issued, for distribution as hereinafter provided, except no
license shall be issued to, or for use in conjunction with, or
upon the premises of any restaurant located within a bowling
alley, drugstore or billiard hall or for use upon any premises
which has a door, archway, opening or other passageway providing
direct public access to any bowling alley, billiard hall or
drugstore.
(b) Such licenses shall be issued only in Montgomery
County.
12B.
(a) A Class A light wine license may be issued by the clerk
of the circuit court of the county in which the place of business
is located to any holder of a Class 4 manufacturer's license. In
Baltimore County and Frederick County a Class A light wine
license may also be issued to a holder of a Class 3
manufacturer's license, who makes wine from agricultural products
grown in Maryland. Baltimore County wineries applying for such a
license are exempt from quotas established by the Baltimore
County liquor board as to the number of licenses in that election
district. It authorizes the holder to keep for sale and to sell
light wines produced at the winery in any quantity to any
