AN ACT TO AMEND SUBTITLE 6 OF TITLE 22 OF THE HOWARD COUNTY
CODE TO PROVIDE THAT NO FEES SHALL BE LEVIED AND COLLECTED
AGAINST ANY INDUSTRIAL DEVELOPMENT REVENUE BONDS ISSUED BY THE
MARYLAND INDUSTRIAL DEVELOPMENT FINANCING AUTHORITY IN CONNECTION
WITH OR AS A PART OF ITS "UMBRELLA PROGRAM" OR ANY SIMILAR
PROGRAM UNDER WHICH THE MARYLAND INDUSTRIAL DEVELOPMENT FINANCING
AUTHORITY ISSUES AND SELLS ISSUES OF ITS UMBRELLA BONDS, WITHIN
WHICH TWO OR MORE SERIES OF PERMANENT BONDS WILL BE CONSOLIDATED
FOR PURPOSES OF MARKETING AND SALE.

AN ACT amending Sections 8.110, 8.111 and 17.316 of the
Howard County Code in order to require dogs and cats in Howard
County to be vaccinated for rabies, to provide for certain
exemptions, to provide for impoundment of dogs and cats whose
owners fail to have the animals vaccinated after 7 days written
notice, to provide for redemption from impoundment, to provide
that vaccinators of dogs and cats provide copies of vaccination
certificates to the Animal Control Officer and to declare this
Act an emergency measure necessary for the immediate preservation
of the public welfare and safety.

Effective Date May 4, 1983.
