AN ACT concerning
Education - State Board for Higher Education - Student Member
FOR the purpose of providing for a student member with full
voting rights to serve on the State Board for Higher
Education; providing for a non-voting student apprentice to
the Board; establishing qualifications and stating terms of
office; and generally relating to membership of the State
Board for Higher Education.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Education
12-102.
(a) The State Board for Higher Education consists of 11
members, 1 STUDENT VOTING MEMBER, AND 1 NON-VOTING STUDENT
APPRENTICE, 12 members, 11 appointed by the Governor AND 1
STUDENT MEMBER with the advice and consent of the Senate. THE
REMAINING MEMBER IS THE CHAIRPERSON OF THE STUDENT ADVISORY
ASSEMBLY TO THE STATE BOARD, WHO SHALL SERVE IN A NONVOTING
CAPACITY.
(B) THE STUDENT VOTING MEMBER AND NON-VOTING STUDENT
APPRENTICE SHALL BE:
(1) A FULL-TIME UNDERGRADUATE; AND
(2) AT LEAST 18 YEARS OF AGE; AND
(3)(2) IN GOOD STANDING AND ENROLLED IN A PUBLIC
INSTITUTION OF HIGHER EDUCATION IN THIS STATE WITHIN THE STATE OF
MARYLAND.
[(b)] (C) (1) Each EXCEPT FOR THE STUDENT MEMBER, EACH
member of the Board serves for a term of 5 years and until a
successor is appointed and qualifies. These terms are staggered
as required by the terms of the members serving on the Board as
of July 1, 1978. THE STUDENT MEMBER SERVES FOR A TERM OF 1 YEAR.
