THE COMMITTEE, A CIRCUIT COURT MAY PASS AN ORDER DIRECTING
COMPLIANCE WITH THE SUBPOENA OR COMPELLING TESTIMONY AND MAY
ENFORCE THE ORDER BY PROCEEDINGS FOR CONTEMPT.
(C) PERJURY.
FALSE SWEARING BY A WITNESS BEFORE THE COMMITTEE IS PERJURY.
REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 40, § 30,
as it related to the Legislative Policy Committee.
In subsection (a)(5) of this section, the former
reference to a "rule of procedure" is deleted as
unnecessary in light of the broad reference to "law".
See the Maryland Uniform Foreign Depositions Act and
also Ch. 400 of the Md. Rules.
In subsection (b) of this section, the phrase "may
pass an order ... and may enforce the order" is
substituted for the former directive that the court
"shall compel obedience", which was misleading in
light of the prerogatives of courts. This
substitution also clarifies that the contempt
proceedings result from a failure to comply with the
court order.
As to subsection (a)(4) of this section and oaths, see
Art. 1, § 9 of the Code, which authorizes an
affirmation to be made in place of an "oath".
As to subsection (c) of this section and perjury, see
Art. 27, §§ 435 through 439 of the Code.
The provisions of former Art. 40, § 30 that related to
standing committees now appear in § 2-1104 of this
title.

2-409. REPORTS.
(A) IN GENERAL.
SUBJECT TO § 2-1312 OF THIS TITLE, THE COMMITTEE SHALL
SUBMIT TO THE GENERAL ASSEMBLY PERIODIC REPORTS TO KEEP THE
MEMBERS OF THE GENERAL ASSEMBLY FULLY INFORMED ABOUT MATTERS THAT
COME BEFORE THE COMMITTEE.
(B) PRESESSION REPORTS.
(1) THE COMMITTEE SHALL COMPILE THE BILLS, JOINT
RESOLUTIONS, AND OTHER RECOMMENDATIONS THAT ARE SUBMITTED TO IT
BY ITS SPECIAL COMMITTEES AND BY THE COMMITTEES OF THE GENERAL
