expansion and renovation of the Maryland Science Center
including the cost to design, construct, and acquire permanent
exhibits with a life of not less than 15 years, subject to the
requirement that the grantee provide an equal and matching
fund for this purpose. Notwithstanding Section 1(5) of this Act,
the matching fund may include real property, in-kind
contributions, or funds expended prior to the effective date of

(Y) Maryland Zoo in Baltimore - Facilities Renewal. Provide a
grant to the Board of Directors of the Maryland Zoological
Society, Inc. to assist in the design and construction of various
facilities renewal projects (Baltimore City).................................. 500,000
(Z) National Aquarium in Baltimore Expansion. Provide a grant to
the Board of Directors Governors of the National Aquarium in
Baltimore, Inc. to assist in the acquisition, design, construction,
and equipping of improvements to the National Aquarium
facilities in Baltimore, subject to the requirement that the
grantee provide an equal and matching fund for this purpose.
Notwithstanding Section 1(5) of this Act, the matching fund

(AA) NorthBay Environmental Education Center. Provide a grant to
the NorthBay Environmental Learning Center, LLC to assist in
the design, construction, and capital equipping of an
Environmental Education Center. Further provided that no
funds may be provided to the grantee until the Department of
Natural Resources (DNR) (1) implements the first
recommendation in the February 2005 DNR Audit completed by
the Department of Legislative Services Office of Legislative
Audits, and (2) submits a report to the budget committees
detailing how the lease has been modified. The budget
committees shall have 45 days from the date of receipt of the
report to review and comment. Further provided that no
additional funds may be provided to the grantee until the
Maryland State Department of Education (MSDE) submits a
letter to the budget committees indicating that MSDE has
approved the proposed curriculum and programming for the
NorthBay Environmental Education Center (Cecil County)........ 3,000,000

(AB) Olney Theatre Center for the Arts. Provide a grant to the Board
of Directors of the Olney Theatre Center for the Arts, Inc. to
assist in the construction and equipping of a building to replace
the Olney Theatre Center for the Arts located in Olney
