(3)     make recommendations regarding both short-term and long-term
residential services for people with co-occurring disorders, including
recommendations on the number of units needed and a timeline for providing
residential services; (4)     make recommendations regarding how the Mental Hygiene
Administration and Alcohol and Drug Abuse Administration may implement
cross-training for mental [illness] HEALTH and addiction counselors; [and] (5)      IDENTIFY THE NUMBER OF AFRICAN AMERICANS AND OTHER
MINORITIES THAT HAVE CO OCCURRING DISORDERS
DISPARITIES AND MAKE
RECOMMENDATIONS ON ADDRESSING DISPARITIES IN THE TREATMENT OF
CO-OCCURRING DISORDERS IN: (I)      AFRICAN AMERICANS AND OTHER MINORITIES THAT HAVE
CO OCCURRING DISORDERS; AND
; (II)     OLDER ADULTS; AND (III)    CHILDREN AND YOUTH; (6)      DEVELOP A JOINT PROTOCOL THAT COULD BE USED BY THE
ALCOHOL AND DRUG ABUSE ADMINISTRATION AND THE MENTAL HYGIENE
ADMINISTRATION ON TREATMENT OF INDIVIDUALS WITH CO-OCCURING DISORDERS; (7)      STUDY AND MAKE RECOMMENDATIONS ON DECISIONS AFFECTING
INDIVIDUALS WITH CO-OCCURING DISORDERS THAT SHOULD BE MADE JOINTLY BY
THE ALCOHOL AND DRUG ABUSE ADMINISTRATION AND THE MENTAL HYGIENE
ADMINISTRATION; (8)      STUDY THE FEASIBILITY OF CREATING AN ADVISORY BOARD IN THE
DEPARTMENT OF HEALTH AND MENTAL HYGIENE ON TERMINATION OF THE TASK
FORCE; AND [(5)] (6) (9) make recommendations regarding necessary legislation to
implement the Task Force's recommendations. [(g)] (H) (I) [(1) The Task Force shall issue an interim report of* its
findings and recommendations to the Governor and, subject to § 2-1246 of the State
Government Article, the Senate Education, Health, and Environmental Affairs
Committee and the House Health and Government Operations Committee on or
before December 1, 2004. (2)] The Task Force shall issue [a final] AN ANNUAL report on its
findings and recommendations to the Governor and, subject to § 2-1246 of the State
Government Article, the Senate Education, Health, and Environmental Affairs
Committee and the House Health and Government Operations Committee on or
before December 1[, 2005] OF EACH YEAR. SECTION 2. AND BE IT FURTHER ENACTED, That:
