Ch. 299                                    2005 LAWS OF MARYLAND (2)     develop options for addressing the unfunded liability associated with
State retiree health care that will have to be included on the State's financial
statements beginning in fiscal 2007 as a result of Government Accounting Standards
Board Statement 45, and evaluate the costs associated with each option;. (3)     consider implementing a defined contribution retirement system as
the primary retirement system for State employees, rather than the existing defined
benefit plan; and
(4)     study other states with defined contribution retirement systems as
their primary retirement system.
(e)     The Task Force shall be staffed by the Department of Legislative Services. (f)      The Task Force shall issue a final report of its findings and
recommendations to the Governor and, subject to § 2-1246 of the State Government
Article, to the General Assembly on or before December 31, 2005. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2005. It shall remain effective for a period of 6 months and, at the end of
December 31, 2005, with no further action required by the General Assembly, this Act
shall be abrogated and of no further force and effect. Approved May 10, 2005.

(Senate Bill 319) AN ACT concerning Procurement Disabled Veteran Business Enterprise Participation
Task Force on Assistance to Disabled Veterans Establishing Small Businesses FOR the purpose of establishing a preference for certain disabled veterans for certain
procurement; requiring the Department of Veterans Affairs to jointly establish
certain procurement goals with certain procurement units; requiring certain
procurement units to determine if certain responsible bidders or offerors have
acted in good faith to fulfill certain procurement goals; establishing criteria for
determining if certain responsible bidders and offerors acted in good faith to
fulfill certain procurement goals; requiring a certain agency to establish certain
regulations to certify and decertify disabled veteran business enterprises;
requiring a certain agency to designate a certain advocate to oversee, promote,
and coordinate disabled veteran business enterprise participation; requiring
certain procurement units to adopt certain rules and regulations; requiring
certain procurement units to designate a certain advocate to oversee, promote,
and coordinate disabled veteran business enterprise participation; requiring
certain procurement units to make certain reports on or before a certain date;
requiring the Department of Veterans Affairs to make certain reports on or
