Preamble

The General Assembly of Maryland recognizes that the
Fair Campaign Financing Act cannot be implemented as
currently written because the income tax check-off system
has failed to generate sufficient revenues and because the
Act presents difficulties in administration which the
General Assembly has not acted to resolve; and
