three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning

Maryland Department of Agriculture - Ginseng Control

FOR the purpose of providing for the regulation and
conservation of ginseng plants; providing a definition;
requiring certain persons to hold a permit or register
with the Maryland Department of Agriculture and to
maintain certain records; authorizing the imposition of
certain permit or registration fees and the
establishment of a certain fund for administration of
ginseng regulatory and conservation programs; and
making this Act an emergency measure.
