person and the service shall determine by agreement the
costs, rental, charges, or other fees to be paid by the
person to the service. If the fees and charges remain unpaid
for a period of 60 days, the unpaid amount becomes a lien
against the property served if it is recorded and indexed as
provided in this subtitle, and the matter shall be referred
to the Attorney General for collection.

Title 7. Mines and Mining.

Subtitle 2. Powers, Authority, and Organization
of Units Pertaining to Mines and Mining - In General

7-205. Land Reclamation Committee.

(a) Composition; chairman; per diem; reimbursement for
expenses; meetings; quorum; majority vote required.
— (1) There is a Land Reclamation Committee. It consists
of the following 13 members:

(i) [Five] FOUR members of the Department,
including a chairman of the Committee appointed by the
Secretary;

(ii) A representative of the soil
conservation district of Allegany County;

(iii) A representative of the soil
conservation district of Garrett County;

(iv) Two members appointed by the Governor
with the advice and consent of the Senate for 3-year terms
to represent the mining industry;

(v) One member who is a resident of that
part of subdistrict 1A of legislative district 1 that is in
Allegany County and does not have any interest in any mining
operation to be appointed by the Governor with the advice
and consent of the Senate to represent the local government
for a 3-year term;

(vi) One member who is a resident of
Garrett County and does not have any interest in any mining
operation to be appointed by the Governor with the advice
and consent of the House of Delegates to represent local
government for a 3-year term; [and]

(vii) Two members from the community who
do not have any interests in any mining operation, one to be
a resident of Garrett County and one to be a resident of
Allegany County, appointed by the Secretary for 3-year
terms[.]; AND
