CHAPTER 618

(House Bill 1221)

AN ACT concerning

General Assembly Statutory Committees — Co—Chairmen

FOR the purpose of providing that certain General Assembly
statutory committees have co-chairmen, one each from
the House of Delegates and the Senate of Maryland; and
deleting certain provisions relating to the vice
chairmen of certain statutory committees of the General
Assembly; relating generally to the chairmanships of
the statutory committees of the General Assembly; and
making this Act an emergency measure.

BY repealing and reenacting, with amendments,

Article 40 — General Assembly

Section 16, 89, 92, and 106(a)

Annotated Code of Maryland

(1978 Replacement Volume and 1978 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 40 — General Assembly

16.

The President of the Senate and Speaker of the House of
Delegates shall appoint a standing committee to be known as
the Commission on Intergovernmental Cooperation. There shall
be eighteen members of this Commission, eight to be members
of the Senate of Maryland and eight to be members of the
House of Delegates of Maryland, and these members shall
include ex officio, the President of the Senate, the Speaker
of the House of Delegates and the majority and minority
leaders of both houses. The appointments shall be at the
pleasure of the President of the Senate and Speaker of the
House. They also shall appoint [a chairman and a
vice-chairman] OR TWO CO-CHAIRMEN, ONE EACH FROM THE—SENATE
AND THE HOUSE OF DELEGATES, of the Commission to serve at

their pleasure.. ONE IF CO-CHAIRMEN ARE APPOINTED, ONE

CO-CHAIRMAN SHALL BE APPOINTED BY THE PRESIDENT, AND ONE
CO-CHAIRMAN SHALL BE APPOINTED BY THE SPEAKER; AND THE
CO-CHAIRMEN SHALL SERVE AT THE PLEASURE OF THE PRESIDENT AND
THE SPEAKER. Two members of the Commission shall be the
president of the Maryland Association of Counties, Inc. and
the president of the Maryland Municipal League, Inc. or
