3722                                  JOINT RESOLUTIONS
The unemployment rate in this State, when determined
for the State as a whole, is now low enough that the
State is no longer eligible for Federal Unemployment
Compensation Extension relief. However, there are many areas in this State where
unemployment is at critical levels, reaching as much as
10 percent of the work force; now, therefore, be it RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Maryland Congressional Delegation be requested to
take note of this condition, and take action which would
permit the granting of extension relief on a regional,
rather than a State basis; and be it further RESOLVED, That a copy of this Resolution be sent to
the Maryland Congressional Delegation: Senators Charles
McC. Mathias, Jr. and Paul S. Sarbanes, Senate Office
Building, Washington, D.C. 20510; and Representatives
Robert E. Bauman, Clarence D. Long, Barbara A. Mikulski,
Marjorie S. Holt, Gladys N. Spellman, Goodloe E. Byron,
Parren J. Mitchell, and Newton I. Steers, Jr., House
Office Building, Washington, D.C. 20515.

No. 38 (House Joint Resolution 80) A House Joint Resolution concerning American Development Controlled Fusion Policy FOR the purpose of requesting the Congress of the United
States to support certain scientific endeavors. The United States has a unique role to play in the
world as a leading force for scientific and technological innovation and advanced agricultural and industrial produetion. The rights and responsibilities this involves were secured through hard fought battles in the
American Revolution up through the Civil War. Yet at this time there are these policymakers, who,
through their adherence to
"zero growth" and other forms
of austerity on behalf of what are known as monetarist policies, would act to subvert the historic American committment to progress. These interests would demobilise the American economy by implementing programs of
