guilt on a traffic law violation charge shall be
equivalent to a conviction, regardless of whether the
penalty is rebated, suspended, or probated, but shall not

STAY OF ENTERING [verdict] JUDGMENT.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

Maryland Psychiatric Research Center — Status

FOR the purpose of changing the existing status,
organization, and functions of the Maryland
Psychiatric Research Center and changing the status
of its employees; reconstituting the Center and
providing for its new status, organization,
functions, employees, powers and duties; creating an
Executive Board and technical review committee for
the Center and providing for their composition and
powers; providing for the funding and budgetary
controls of the Center; and providing for the manner
of performing research in the State on psychiatric
problems.
