exercise review and oversight over the operations and
activities of the Health Department. Although there
should be appropriate representation of Board members on
this standing committee, non-members also should be
permitted to serve on the committee. In this manner, the
committee should be able to devote the necessary time and
attention to the Health Department without impairing the
other time-consuming duties and responsibilities of the
Board,

4. Effective date and implementation of legislation.

The Council deems it essential for the protection of
the health and safety of the community that Bill 16-73
take effect and be implemented as quickly as possible.
In this regard, the Council has designated this bill as
emergency legislation to take effect on the date on which
it becomes law. The Council sincerely hopes that the
County Executive and other concerned individuals and
groups cooperate to the fullest extent to see that the
Health Planning Advisory Board and the supporting staff
are appointed promptly and that the various other
provisions of the bill are implemented without delay,

Subject; Coverage of Mobile Homes Under Fair
Landlord—Tenant Relations Law — Statement of Legislative
Intent - Bill No. 72-73

WHEREAS, The County Council for Montgomery County,
Maryland, on June 13, 1972, enacted legislative Bill No.
19—71, the "Fair Landlord—Tenant Relations Bill",
subsequently codified as Chapter 29, Montgomery County
Code 1972, as amended; and

WHEREAS, As originally enacted, the provisions of
the "Fair Landlord—Tenant Relations Law" extended only to
multi—family apartment dwelling facilities and did not
include the rental of mobile homes or real property on
which mobile homes are located, and

WHEREAS, Subsequent to the enactment of Bill No.
19—71, it appeared necessary, considering, among other
things, the number of complaints received by the Office
of Landlord—Tenant Affairs concerning the rental of
mobile homes and mobile home space, to extend the
coverage of the "Fair Landlord-Tenant Relations Law" to
include mobile homes and mobile home space, and to this
