Amendment No. 7—

Immediately preceding the word "IN" in unit 99 on page 2 insert the
following:

"NOTHING IN THIS SUBSECTION SHALL BE CONSTRUED TO
AUTHORIZE THE ESTABLISHMENT OF OIL REFINERIES,
DEEP WATER PORTS, OFF SHORE DRILLING FACILITIES OR
OTHER SIMILAR MAJOR CAPITAL FACILITIES."

In unit 113 on page 2 strike "repealed" and insert in lieu thereof
"suspended".

Amendment No. 9—

In unit 114 on page 2, immediately following "inconsistency." insert
the following:

"All laws or parts of laws suspended under the provisions of this
Act shall revert to their full force and effect at the time the suspen-
sion is terminated. At that time there shall be no claim or presump-
tion of the creation of any vested interest in, or permanent authority
to continue, any development, alteration, modification, construction,
or similar undertaking permitted under the workings of this Act but
no longer permitted when the laws herein suspended revert to their
full force and effect."

In unit 99 on page 2 of the Second Printing, after the word "HERE-

"NO ACTION BY THE GOVERNOR IS AUTHORIZED PURSUANT
TO THIS SUBSECTION IF SUCH ACTION WILL CONTINUE
TO BE EFFECTIVE MORE THAN 30 DAYS AFTER THE DATE
ON WHICH THE EFFECTIVENESS OF THIS SUBSECTION
TERMINATES."
