EXECUTIVE ORDER OF JUNE 26, 1972

PROCLAMATION
TROPICAL STORM AGNES

WHEREAS, I, Marvin Mandel, Governor of the State of Maryland, have been
advised and informed, that unprecedented heavy rainfalls which accompanied
tropic storm Agnes on June 21 and 22, 1972, have resulted in severe flood
damage over extensive areas of the State of Maryland; and

WHEREAS, Said flood damage is widespread in the State of Maryland, but most
severe in the City of Baltimore and the Counties of Washington, Frederick,
Carroll. Howard, Montgomery, Prince George's, Charles, Anne Arundel,
Baltimore, Harford and Cecil; and

WHEREAS, Said flood damage has resulted in the destruction of highways and
bridges, many of which are on the Federal Aid Highway System; and

WHEREAS, Said highway and bridge destruction significantly affects the safety
and welfare of the citizens of the State of Maryland;

NOW, THEREFORE, I do hereby proclaim, pursuant to the authority vested in
me by the Constitution and the Laws of the State of Maryland, that a state of
emergency exists in the City of Baltimore and the Counties of Washington,
Frederick, Carroll, Howard, Montgomery, Prince George's, Charles, Anne
Arundel, Baltimore, Harford and Cecil, which necessitates the expenditure of
State and Federal resources for the immediate repair and restoration of the
affected highway facilities.

EXECUTIVE ORDER OF JUNE 28, 1972
COMMISSION ON JUDICIAL REFORM

WHEREAS, The General Assembly during its 1972 Session enacted Senate Bill
873; and

WHEREAS, Senate Bill 873 proposed to create a Commission on Judicial Reform
to conduct a study of the Judicial Branch of State Government and its
operations for the purpose of expediting justice and increasing efficiency; and

WHEREAS, I am in complete accord with the purposes of Senate Bill 873 that
such a study should be conducted; and

WHEREAS, The Chief Judge of the Court of Appeals of Maryland requested that
I veto Senate Bill 873 because the proposed Commission on Judicial Reform
would have no members who are representatives of the Judicial Branch, which is
the branch of State Government most affected by the study; and

WHEREAS, I agree with the Chief Judge that the Commission on Judicial
Reform should have members who are representatives of the Judicial Branch;
and
