1996                                          EXECUTIVE ORDERS

AND BY ARTICLE 41, SECTION 15C, OF THE ANNOTATED CODE OF
MARYLAND, HEREBY PROMULGATE THE FOLLOWING ORDER
EFFECTIVE IMMEDIATELY:

1.     The Task Force on Fleet Management is relieved of the obligation of
submitting its Final Report by June 1, 1972.

2.     The Task Force on Fleet Management shall periodically report to the
Governor and the Board of Public Works, submitting such recommendations from
time to time which the members of the Task Force believe should be implemented.

3.    The Task Force on Fleet Management shall submit its Final Report to the
Governor and the Board of Public Works at such time as the Task Force believes
that its business is completed.

4.   The existence of the Task Force on Fleet Management is continued until the
Final Report of the Task Force is submitted; and the Task Force shall at that time
terminate without the necessity of further order.

5.    Except as modified herein, the provisions of the Executive Order of October
26, 1971, establishing the Task Force on Fleet Management, shall continue in force
until the Final Report of the Task Force is submitted.

EXECUTIVE ORDER OF JUNE 2. 1972

UNIVERSITY OF MARYLAND - RESCISSION OF EMERGENCY

PROCLAMATION

WHEREAS, I, Marvin Mandel, Governor of the State of Maryland, did on April
20, 1972, proclaim that a state of public emergency and crisis existed in the
vicinity of College Park, Maryland; and

WHEREAS, Subsequent to the aforesaid proclamation, I issued on April 20, 1972,
several executive orders including an order directing the State Militia into active
service in the area of College Park, Maryland, an order restricting access to the
College Park Campus of the University of Maryland, and an order imposing a
curfew upon said campus; and

WHEREAS, After consultation with responsible officials in this area I am advised
that the state of public emergency and crisis has abated and domestic tranquility
has been restored.

NOW, THEREFORE, by virtue of the authority vested in me by the Constitution
and laws of the State of Maryland, I do hereby proclaim, effective as of 6:00
P.M. June 3, 1972, the rescission of the proclamation of emergency in the
vicinity of College Park, Maryland, the rescission of the order directing the
State Militia into active service in said area, the rescission of the order
restricting access to the College Park Campus, the rescission of the order
imposing a curfew upon said Campus, and the rescission of any other executive
orders issued as a result of such proclamation of public emergency and crisis.
