CHAPTER 871

(House Bill 1456)

AN ACT to add new Section 12G-4 to Article 81 of the Annotated Code of
Maryland (1972 Supplement), title "Revenue and Taxes," subtitle "What Shall
Be Taxed and Where," to follow immediately after Section 12G-3 thereof, to
authorize the County Council of Montgomery County to provide for a system
of grants in lieu of county tax credits to certain tenants in that County, who fall
within certain income limits as specified by the Montgomery County Council,
on the basis of age or disability, subject to such further qualifications as may be
established; to require county funding of the grants; and to assure that vested
rights would not be created by action of the county hereunder.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 12G-4 be and it is hereby added to Article 81 of
the Annotated Code of Maryland (1972 Supplement), title "Revenue and Taxes,"
subtitle "What Shall Be Taxed and Where," to follow immediately after Section
12G-3 thereof, and to read as follows:

12G-4. THE COUNTY COUNCIL FOR MONTGOMERY COUNTY, BY
LAW OR RESOLUTION ENACTED OR ADOPTED UNDER THE
PROCEDURE ESTABLISHED THEREFOR, MAY PROVIDE FOR
GRANTS IN LIEU OF COUNTY TAX CREDITS TO CERTAIN TENANTS
IN THAT COUNTY, WHO FALL WITHIN INCOME LIMITS AS
SPECIFIED BY THE COUNCIL, ON THE BASIS OF AGE OR DISABILITY
AND SUBJECT TO SUCH FURTHER QUALIFICATIONS AS MAY BE
ESTABLISHED THEREFOR. THE GRANTS SHALL BE FUNDED FROM
APPROPRIATE COUNTY SOURCES. NOTHING HEREIN SHALL BE
CONSTRUED TO DENY THE COUNTY COUNCIL ITS POWER TO
ALTER, AMEND OR REPEAL ANY LAW OR RESOLUTION ENACTED
OR ADOPTED PURSUANT TO THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 872
(House Bill 1468)

AN ACT to add new Section 126D to Article 66C of the Annotated Code of
Maryland (1970 Replacement Volume and 1972 Supplement), title "Natural
Resources," subtitle "Birds, Game and Fish," subheading "Hunter's License,"
to follow immediately after Section 126C thereof, to require the applicant for a
hunter's license to sign a certain statement prior to receiving his hunting license
and to provide generally for these statements.
