numbered hereunder at the time of sale, and the Department shall not effect a transfer
of ownership until any such amount of money owed thereon AS SHOWN ON THE
RECORDS OF THE DEPARTMENT has been paid in full, unless said amount is
recorded on the new title, and the Department may make such rules and regulations
as deemed necessary to enforce the provisions of this sentence ANY VESSEL THAT
IS REQUIRED TO BE NUMBERED BY SECTION 5 THAT WAS EXEMPT
PRIOR OF JANUARY 1, 1974, SHALL BE EXEMPT FROM PAYMENT OF
THE TITLE TAX [, including the charging of the sum of two dollars ( $2.00) for
every recordation of unpaid money under the provisions of this sentence]

(d) Whenever a vessel which is required to be numbered by this article is
sold, transferred, abandoned, lost or destroyed, its certificate shall expire at the time
of such sale, transfer, abandonment, loss or destruction, and shall be invalid
thereafter:

(e)[On and after January 1, 1967, every vessel for which a new certificate is issued
pursuant to this section, shall be issued a registration card, valid only for the current
year of certification, which card shall always be retained on or about such vessel and
displayed upon demand by a law enforcement officer. The Department shall make
such rules and regulations as may be necessary to effectuate the purposes of this
section.] THERE IS A $5.00 SERVICE CHARGE FOR EVERY CHECK
RETURNED UNPAID.

(f) The Department of [Chesapeake Bay Affairs] NATURAL RESOURCES is
hereby authorized to take possession of any certificate of number, title, permit, license
of registration issued by it upon expiration, revocation, cancellation or suspension
thereof, or which has been unlawfully or erroneously issued.

9.

[(a) Whenever any vessel operating upon the waters of Maryland is involved in an
accident, it shall be the duty of the operator, so far as he can do so without serious
danger to his own passengers, guests, crew, himself or his vessel, to render to all other
persons affected by the accident such assistance as may be practicable and as may be
necessary in order to save them from or to minimize any danger caused by the
accident. He shall also give his name, address, and identifying information regarding
his vessel, to any person injured or the the owner of any property damaged in the
accident.]

(A)   THE OPERATOR OF A VESSEL INVOLVED IN A COLLISION,
ACCIDENT, OR OTHER CASUALTY, TO THE EXTENT HE CAN DO SO
WITHOUT SERIOUS DANGER TO HIS OWN VESSEL, OR PERSONS
ABOARD, SHALL RENDER ALL PRACTICAL AND NECESSARY
ASSISTANCE TO PERSONS AFFECTED BY THE COLLISION, ACCIDENT,
OR CASUALTY TO SAVE THEM FROM DANGER CAUSED BY THE
COLLISION, ACCIDENT OR CASUALTY. HE SHALL ALSO GIVE HIS
NAME, ADDRESS, AND THE IDENTIFICATION OF HIS VESSEL TO ANY
PERSON INJURED AND TO THE OWNER OF ANY PROPERTY
DAMAGED. THE DUTIES IMPOSED BY THIS SUBSECTION ARE IN
ADDITION TO ANY DUTIES OTHERWISE IMPOSED BY LAW.

(B)  ANY PERSONS WHO COMPLIES WITH SUBSECTION (A) OF THIS
SECTION OR WHO GRATUITOUSLY AND IN GOOD FAITH RENDERS
ASSISTANCE AT THE SCENE OF A VESSEL COLLISION, ACCIDENT, OR
OTHER CASUALTY WITHOUT OBJECTION OF ANY PERSON ASSISTED,
SHALL NOT BE HELD LIABLE FOR ANY CIVIL DAMAGES AS A RESULT
OF THE RENDERING OF ASSISTANCE OR FOR ANY ACT OR OMISSION
IN PROVIDING OR ARRANGING SALVAGE, TOWAGE, MEDICAL
TREATMENT, OR OTHER ASSISTANCE WHERE THE ASSISTING
PERSON ACTS AS AN ORDINARY, REASONABLE PRUDENT PERSON
