(7)   A vessel [equipped with propelling machinery of seven and one-half
horsepower or under] NUMBERED ACCORDING TO THE FEDERAL BOAT
SAFETY ACT OF 1971.

(8)  The [Commission] DEPARTMENT OF NATURAL RESOURCES may,
by regulation from time to time and for such periods as it may prescribe, exempt any
vessel or class of vessels from the numbering provisions of this article; provided, that
any such vessel or class of vessels has been exempted from the numbering
requirements by federal statute or regulations.

(b)  No person shall operate or give permission for the operation of any vessel on
the waters of Maryland unless the vessel is numbered in accordance with this article.

6.

(a) The owner of every vessel [required] to be numbered by this article shall
file an application for a CERTIFICATE OF number with the Department of
[Chesapeake Bay Affairs] NATURAL RESOURCES. The application shall be
on forms approved by the Department. The application shall be accompanied by
the requisite fee and shall be signed by the owner, or owners, of the vessel. All
boats used in governmental service and all boats owned by eleemosynary
organizations that have been approved by the [Commission] DEPARTMENT OF
NATURAL RESOURCES shall be exempted from payment of any title tax BUT
SHALL BE SUBJECT TO ALL OTHER FEES.

[[(b) Upon receipt of the application in approved form the Department shall issue
to the applicant a certificate of number which shall contain the identification number
issued to the vessel and such additional information as the Department may, by
regulation, prescribe. The certificate OF NUMBER shall be pocket size and shall be
available for inspection UPON DEMAND BY ANY LAW ENFORCEMENT
OFFICER when the vessel is in [operation] USE. ALL CERTIFICATES OF
NUMBER SHALL EXPIRE AND BECOME VOID ON DECEMBER 31 OF
THE YEAR FOR WHICH IT WAS ISSUED. THE OWNER SHALL PAINT
ON OR ATTACH THE IDENTIFICATION NUMBER TO EACH SIDE OF
THE BOW OF THE VESSEL AS DEFINED BY THE COMMANDANT OF
THE COAST GUARD, for which issued, displaying it in the manner required by the
regulations of the Department and maintaining it in legible condition.]]

(c)    [All certificates heretofore issued under the provisions of this section in the
years 1960, 1961 and 1962 shall expire on December 31, 1962. All certificates issued in
the year 1963 shall be valid for a period of not more than three years, and shall expire
on December 31, 1965; and all certificates issued in 1964, 1965 and 1966 shall be valid
for a period of not more than three years and shall expire on December 31 of the third
year after issuance, counting the year of issuance. Thereafter all certificates shall be
issued for a one-year period at a fee of five dollars ( $5.00).] THE ANNUAL FEE
FOR ALL CERTIFICATES OF BOAT NUMBER SHALL BE $5.00 FOR THE
CALENDAR YEAR FOR WHICH THE CERTIFICATE IS ISSUED. [[THE
FEE FOR THE RENEWAL OF A CERTIFICATE OF BOAT NUMBER IS DUE
ON JANUARY 1 OF EACH YEAR, AND IF NOT PAID BY MARCH 1 OF
EACH YEAR THERE SHALL BE AN ADDITIONAL SERVICE CHARGE OF
$5.00.]] [[VESSELS 14 FEET IN LENGTH OR LESS AND VESSELS WITH
PROPELLING MACHINERY OF FOUR HORSEPOWER OR LESS SHALL
BE EXEMPT FROM THIS FEE]] PROVIDED HOWEVER. THAT VESSELS
SIXTEEN FEET IN LENGTH OR LESS EQUIPPED WITH A 7 1/2
HORSEPOWER MOTOR OR LESS SHALL BE EXEMPT FROM THIS FEE.
The fee for a certificate to replace one lost, destroyed or corrected shall be [one
dollar ( $1.00)] $2.00. The Department of [Chesapeake Bay Affairs] NATURAL
RESOURCES shall record all transactions and transfers of numbered boats. The
Department also may record any amount of money owing on a vessel required to be
